There's no such thing as "worthy of a penalty". The rules state certain infringements mean a penalty is given and in some cases, players use these rules in order to get a penalty on occasion, such as making sure the defending player makes contact with them. The defenders know attackers look for such contact, they shouldn't be so lazy.
