Their should be camera installed so, it should be easy to catch who planted the device.
Interesting, in France the military are never involved. The BRI, GIPN, GIGN or Raid will send someone and they are all members of the Police at the exception of the GIGN who are part of the army and the police.

We have one of the best, if not the best, bomb squad in the world. It's military and it learned a lot of skills from the amount of ordnance the Luftwaffe dropped on London.

Unless the culprit was waiting for everyone to get inside and then hoping to get out and away before detonating.

No I think they mean the device was an IED similar to a pipe bomb. A common variant of these types of devices I'm afraid to sayI think they mean connected to an actual pipe with the intention of using the gas flowing through it to magnify the explosion
