They pretty much did just that (minus the stingy Italian part) with DeGea last year.
Sat around all summer, knowing DDG wanted to go there, knowing we wouldn't have much choice with a year left on his contract, then never submitted a bid until just a few hours before the window closed.
Part of me wonders if it's intentional, so that they can look like they make an effort to appease certain fans/media. Or that they really think that they can snap their fingers and everyone runs to them.
In the end, I feel like it soured DDG on Madrid. I'd be pissed if some company that I wanted to work at was claiming for months that they wanted me to work their, only to wait until it was too late to make me an offer. It was a dick move to DDG, and this would be a dick move to Pogba. Hopefully the two of them discuss this and vow to always tell Madrid to shove it, when/if they come calling in the future.
Even if they have a fantastic relationship - the one thing about Madrid is you can't rely on them holding onto any manager for an extended period of time. If any player gives it even a little bit of thought won't be primarily for who the managers is over there - it will be the club.
