I'll probably sound like a WUM here but it is true so I'll say it. The situations are completely different. Bale moved from Spurs - a nothing team with regards to stature and reputation in Europe and went to Real Madrid, a far superior team in every department. Juventus, currently, are a (much) better side than United. So Pogba would be taking a downward move in terms of teammate quality.

That's incorrect, though. He would be the best player in Manchester.
It doesn't matter because officially he was still considered the best. The biggest difference between two is that Bale was bought as a game changer with his goals +assists. His high numbers at Tottenham is the main reason his fee became huge, Pogba's has other elements making his transfer fee so big.
Key words here, we don't know how this Manchester will be and if it will be better than Juventus over time whereas the difference between Spurs and Real Madrid is just too much.

I seriously doubt in terms of a team United is better than Juve, in fact there is no doubt iam certain we arent better.
Pogba would be the best in Manchester and actually in the EPL. Aguero is similar quality but they play in differet roles so hard to compare. But apart from Aguero nobody is better in the EPL than Pogba.
