Unless we see the Rooney of 4 - 5 years ago, United cannot win the title with him as a regular starter. To play Rooney in the same team as Ibra, Martial, Mkhitaryan, and Pogba is like buying a very expensive switch watch, but replacing the internal winding mechanism with a cheap fake.
