Are the numbers true? They are off scale compared to whole US deficit. I thought the whole defense budget runs to aound $500-600 billion. This means they "lost" their whole budget for 10 years?

That´s the thing, without the proper accountability, who knows what the actual loss, or theft, or poorly managed money has gone into private hands. But I am sure you can imagine what would happened to sums of money in the trillions without proper accountability, considering the douchey capabilities of private contractors et al. It would just turn into a mafia frenzy. That´s just human nature.
Remember the story of these billions that just vanished in Iraq? Multiply that on a huge scale. Do some research on the "privatisation" of the Iraqi and Afghan wars. There´s some great documentaries out there as well. And of course, absolute silence from the fiscal conservatives.

I work in the DoD finance arena, under the USAF. DoD eliminated the dozens of DFASs around the world to consolidate into a few locations in the hopes of gaining a stronger accountability and oversight. It's worked overall but so much still out there.
The systems are outdated, don't speak to each other, patchworked over the years, etc. New systems come up, like GFEBS and DEAMS, and present all kinds of issues with legacy systems. For example, DEAMS (modeled after GFEBS) does not speak well with other systems causing failures in cutting orders and funding missions and TDYs. It's a nightmare for all involved, from the finance techs to the accountants to the travelers to the commanders. GFEBS and DEAMS are meant to connect numerous areas like contracting, finance, property management, acquisitions, foreign military sales, etc. It's one-continuous loop designed to hold accountability to all and ensure all necessary points are connected. It allows one technician to "see" all steps, approve/disapprove, reject, trace steps, etc. Great in theory, difficult in application.
Another example is DJMS, the military pay system, which uses a language, COBOL, that is so old and outdated that like 14 people alive still understand the programming. This led to initiatives like DIMHRS - axed after a hundreds of millions spent over a decade (feck you, Army) - and now AFIPPS - Air Force only, years away if ever. DJMS is often patched to keep up with ever-changing systems and programming. So bad that edits and cases are used to process transactions when the initial transaction fails for reasons known/unknown.
That's just the small sample of the accounting/pay based stuff. That's not considering how often pay docs are input with incorrect funding data, often times the funding data was entered incorrectly at the initial level (i.e. platoon, unit, contracting officer, etc.). These numbers may be a few dollars to many thousands but without proper reconciliation and accountability, some funds are inevitably "lost." Lost in space or charged against a pot of funds so massive that the manager(s) never noticed a few grand taken off. I've seen funds in the hundreds of millions, usually acquisitions based.
Then there's the defense contracts. We know much about them from publicity. There's also quite a bit of funding for special ops, so secretive that few persons have clearance and NTN. That's a kitty that is constantly funded as necessary.
Decent article though four years old it does speak on why these systems are designed and the costs associated to maintain.

Yet again Channel 4 do it with an excellent programme : President Trump : Can he really do it? Matt Frei once again continues his travels through the USA and looking in to the world of Trump and his supporters. He also interviews the unbelievably awful Kellyanne Conway. Jeez she is a rough old bitch. It's a great programme and I would recommend anyone watching it if they get the chance. Although it is very scary at times. It looks in to the polls and draws huge similarities between the UK and Brexit and the upcoming election. It points out that all the polls and bookmakers and experts were absolutely certain the UK would stay in the EU and we all know what happened there. The programme speaks to many experts and people who say the feeling is very similar in the US as it was in the UK before the vote. There is a strong feeling that the polls are wrong and many are convinced Trump will win.
Obviously the programme isn't all doom and gloom and it also looks in to the lack of Trump's ground game. It speaks to a couple of leaders of the Republican party who say there is a severe lack of ground game and that could lose them the election. Again, to add more balance it rightly mentions the minority votes too and goes in to Trump's problems there, but even so, In the end it does make you think that there is a huge part of America that would definitely vote for Trump just as a feck you to the establishment. All I can say is after seeing bookies offer 14/1 for the UK to leave the EU, I can't be sure I can believe the polls in the US at the moment. Every poll here said the UK would stay in, every single one! And as I said fourteen to one odds from all the bookies! That is huge! seriously huge! I just hope this time they are right and Trump is going to lose. The thought of him winning is just petrifying.
