He doesn´t move the ball forward with his right and then hit it with his left (which would have been 2 x touches). What he does is shoot directly with his left – hitting is right on the way towards goal – which is 1 touch.

It wasn't a penalty at all. The infringement was outside the area. The penalty shouldn't have been given in the first place.

I'd say yes if his left foot is still in contact with the ball.
