I suspect that they will be an entirely different team with Taylor at QB. He led a fairly mediocre Bills team to the playoffs last year and will in Cleveland have the likes of Landry, Njoku, and Duke Johnson to throw to and potentially Barkley to run the ball. Taylor also has great dual threat skills. He may or may not wind up a long term solution, but he will at a minimum allow whichever younger QB they draft a bit of time to settle in without the pressure of having to deliver results immediately.
I think one of the biggest reasons they've signed him is this:
He takes care of the ball, which you can't really say about their previous QBs.
