They don't play, and when they do it's in unfavourable circumstances playing alongside a poorer overall midfield, and therefore when the inevitable happens and Fred/Pereira doesn't play well, then it's justification in the boss' mind to drop them back to the bench.

You've got to give the likes of Fred and Pereira the chance to play in the strongest possible midfield so they have a chance to make a good impression.
