If you read this thread by Rob Draper it almost smacks of Roman now wanting Jim, and this last minute bid has thrown a right wrench into the works, if not for Ratcliffe's late bid, i think we'd be on final stretchLet’s hope so. That said it was meant to be a quick sale with RA doing everything to get it through early for the club to reduce the impact of sanctions. Instead it’s going to go down to the wire and it seems he’s not particularly keen on writing off the money he said he would.

Probably, if he sells and writes the loan off he gets nothing. What incentive is their to do that? Because he's a generous spirit...?
If he holds out, refuses to sell without getting his money back, technically he'd still be owed the money, obviously the club would be wrecked (administration? and relegated next season or points dedication this one and mid table, then relegated next one) unless the government allowed it to operate still somehow....
Point two might not bother him too much, given fans would blame the government at least in part and at least he has some chance, eventually to get some money back.
Either way, it's a better option from his perspective (unless he's father Christmas?) than simply writing it off. The Times are connected, very much doubt it's sensationalism, looks like there is a reasonable chance Chelsea as we currently know it will be a casualty of the war.

There are doomsday scenarios with the club folding but, realistically, the worst case scenario is probably that some version of the current license is extended through the summer and into next year as the legal wranging over the process gets extended. This would basically mean signing no new players and entering into no new contracts with the existing players. I don't think they would be allowed to sell players either. There would likely also be a significant exodus from their academy as top talents who hadn't already agreed professional terms looked to change to a club with more stability. Maybe (but not necessarily) some kind of point deduction from the PL for next season.

That’s on the basis of Roman not selling, the Government not renewing the license. Essentially they won’t be allowed to operate anymore.
1% chance of that actually happening, Government will probably budge and extend the license to negotiate a get out clause for Roman.
Hopefully they go bust, I can't stand the club or the fans.
Oh great. We don't have choice to choose our owners. Roman came and spent his fortune we didn't choose him either. Now some consortium from US want to buy us. American owners are the worst, just ask arsenal fans and us United followers (Liverpool owners got lucky with Klopp). They care way more about their home grown teams - the glazers giving interviews after NFL games etc. They're a bunch of accountants who see the club as dollar signs, and it will be the same for Chelsea if Boehly buys them.
Surely there's nothing complicating about this? Boehly's group should be allowed to buy the club at the agreed price and the UK government and Abramovich can hash it out between themselves what money goes to who and where.
Ratcliffe isn't offering more money than anyone else. Not sure why he's sudden involvement should mean anything for Abramovich.
Most probably it's for debt related problem and other clubs could question things that Chelsea still didn't pay the debit hence structure of sales should be look like Chelsea paid debit to parent company and parent company paid the money for Ukraine war victims. Then no one can question about debit.The problem is that the UK government and Abramovich have to hash it out first. Boehly can't buy the club without Roman agreeing to sell it to him. And Roman may not agree until there is some kind of deal regarding how the debts will treated in the process.
Everything up this point has always assumed that this issue was already settled because Roman had said that he wouldn't seek any of the debts to be paid. And maybe he'll come back around to that position. But if he digs in his heels, the club can't be sold.
