I don't know much about military equipment, but I'd guess that this is very unusual. For such a complicated, expensive, high-tech military system, I'd expect that the country that produces them buys them first.

They are "elite" because of him though. If there is any change, it will come from a somewhat of outsider.I've heard that a lot, but I'm not sure personally. Autocratic dictators hold power because they make everybody think that nobody else holds any. When that begins to show signs of not being true, a few are killed but he needs their money and their support to keep going long term. Any leader like putin has looked like they hold all the cards, but the "elite" will be what overpowers him internally in the end.

Another one. Ukraine must have been able to set up a pretty effective communications network with it's manpads units and air surveillance units for this to be possible.
It's actually not a long time if you consider that imports worth several dozen billion Euro per year have been replaced right now, including building new infrastructure projects like new pipelines and LNG tanker terminals which also cost billions and were done in record time (for German standards).There you go.
