NG deployment first falls with governors. It’s their protection against the federal army. DC mayor has that power if s/he is given other state NG to use.
‘Army’ & ‘National Guard’ are two mostly distinct entities.

Apparently, request for National Guards were denied because of the "optics".
DC can request & has in the past requested NG from both Maryland & Virginia. Think it’s the only relationship of its kind.
