Nah really it has to do with how many players of the same position are already at the club, then factor in age and ratings.
Before I sold the likes of Puyol in the other league I could hardly bid on most defenders as my chairman valued them less then they're actual value was.

They'd need to sell Eto and Buffon which would get them a budget of 30M. Then reinvest in players worth 7/8M. That should buy them 4 87/88 rated players. Then loan in another 3 87/88 rated players.
Doing that would expand the squad to 17. Which is still very small for a PL team.
