All we know is:
1. SAF was at Lille match but he may also watched others, such as Debuchy and who knows, maybe someone else.
2. Hazard is keen to play in Premiership.
3. He won't be cheap but even Spurs are interested.
4. His agent is loving it.
That's pretty much all.
Something tells me, it's more up to Gill and SAF, now.

Cheers. Don't think that quote is too surprising. Chelsea and Spurs have been briefly mentioned but I've never had the feeling that they were in the equation. Would be very surprised if he didn't end up at City.

Yeah, that Tom W works for the AFP. He was the one who dismissed the "definitely blue" quote initially.
FWIW (i.e. very little) I signed him on FM 2010 or so and within two seasons I was getting rid as he fell out with the entire squad. I first tried bringing his brother but it only made it worse, I had to ship both out. Went on to be excellent for Barca but everyone there hated him as well. Whoever scouted him was on to something.

I don't think its been decided. If he truly wanted to go to City he would make it known. Likewise if he was talking to us, he may have been advised that we prefer to keep everything private. He may be waiting to see if we buy Kagawa. Any number of possibilities are plausible.
So if he's talking to us then why is he not keeping quiet?
Because he hasn't actually said he's talking to us. Everything has been kept deliberately ambiguous for good reason.
