Just seems that his reputation has risen significantly more based on him being the biggest transfer target, rather than necessarily his world class ability.

It's got little to do with debt.
Our current interest payments are about £35M per year. If we were owned by complete altruists who took no dividends, and we paid the entire £35M in wages, we still couldn't pay Nasri £170k or Adebayor £200k +.
Even if we devoted all our revenue to wages and transfers, City's owners can simply pump another £50M per year into the club and raise wages by £2M/£3M per year. They have no limits - we do if we want to remain solvent.
