I agree he makes passes, but would you not also agree his passes normally don't amount to much? And that's the first of his two problems -- he completes little more than easy passes in the middle third...and his fitness is very poor, at least for a professional athlete.
He's had six years to pull himself and his game together and it hasn't happened yet.
