They do smart buys and only buy what's necessary, not just splash the cash on flavour of the month players like so many big clubs do. Also they were afforded a lot more time to rebuild then most big clubs which always helps.
The continental sides do seem to scout better than PL teams. Juve though have been great with their purchases (Vucinic aside)

Freaking Gervinho and Yanga Mbiwa are looking good players for them amongst others. One not good enough to be a squad player at Arsenal and one faliure at Newcastle.
