i'd say as long as he is around in any position at the club, he will be at consulted, more likely have the final say in any important matter,because this is the way the club is structured. Barca has been as bad, if not worse, than us in recent years when it comes to buying top players within the country. Turan, Vidal, Mathieu, Rakitic, Bravo, Alba, Villa, Adriano, Alves, Keita have all come from EL or CL teams in Spain.A lot of German fans would say similar about Bayern who hoover up German talents
Sadly it doesn't work like that. Mourinho's Chelsea and Real sides were stronger than his Porto and Inter sides for example. All you can do as a manager is repeatedly put your clubs in a position where you have a shot at the CL. You have to be consistently strong, don't feck up against the smaller sides and then wait for the moment where it all comes together. Sometimes teams do it at the first try, sometimes you get really unlucky and miss out repeatedly. So much can happen in semifinals and finals between top teams, but if you get far on a regular basis, you'll take the trophy home eventually.If he doesn't get a champions league trophy at Bayern, I don't see how he could do at City.
