Because of the woes of the last few years, they see us as an inferior team (no CL, not challenging for titles) so they don't see why top players would want to leave them for us. They see it as a step down. They might be right at this moment but the flaw is that we do see ourselves as a top team and this is part of a plan to get us back where we think we belong. There definitely is a problem. Raiola's comments, and Mourinho's mention of other targets and that other clubs are interested in Pogba. I reckon the problem is that United are being asked to pay Raiola's cut in addition to the fee and not as part of it.
Ya that seems the most likely scenario. Wouldn't be surprised if they still try and prostitute him to PSG etc. to try and get a seller though. If we miss out on Pogba, our second option Gomes is gone leaving us with Matuidi which would be very underwhelming. I was always wary that putting all our effort into Pogba all window could be costly, we've missed out on some top players, Sanches etc.
