More like Neymar seen his head and made sure he blocked him. I din't see it as a defender trying his best to block neymar.
I don't think it was a pen. If the defender falls on Neymar, it is definite penalty but he fell first and Neymar could have skipped over. It could be classed as obstruction but I don't think just someone's head is obstructive enough for an attacking player. Neymar's reaction when pen was not given was also telling, he saw the defender falling down and tumbled over after the contact.
Because despite him being in no control of his body, the defender impeded him and Neymar made the most of it.
