2. GDP = the wealth to develop the infrastructure to nurture the talent.
3. Experience in international football which in part reflects the strength of the football culture in a country.
You need people + the environment for them to develop + a culture where it is seen as an important aspiration.
Because more clubs in EPL are able to bench the proverbial Scott because they are better set financially than, say, midtable clubs in those continental leagues. If the proverbial Scott was worth bringing him abroad to one of the clubs from those leagues, he'd probably play so the money wouldn't go to waste. Meanwhile, he's happy sitting his ass on the bench somewhere in England getting paid more than he'd get paid abroad and thus his progress stalls.
As for the second part, coaching in Poland is not better than in Scotland really, those guys weren't all starters for their clubs when they moved abroad, they had right mentality though and made it to where they are, it's not like magically all of them became good. They challenged themselves though, moved abroad for both financial and professional progress, it's a mindset that seems to be absent for some of the Scottish and which is affecting how they fare as a NT.
The reason blame's placed upon Strachan and previous managers is because he's made a ton of mistakes while in charge. His style of play often goes quite defensive and attempts to be risk-averse, even though our central defenders are quite poor and thus ensure we're not very good at playing defensively. Griffiths is probably our best player but has only recently properly cemented his place as our main man up top; for a long time he was having to compete with the likes of Fletcher and Martin in spite of the fact he's better than both.

The town of Akranes boast a population of 7k but that's a lot more than it was 10 or 20 or 30 years ago. Their infrastructure more than 10 years ago wasn't special and the talent pool wasn't big. There is a very real possibility that one of Wales and Croatia will be the 9th-best 2nd-place team by the end of tonight, and not by points, goal difference or goals scored, but by 'fair play points'!
For that to happen, Wales need to draw 0-0 with Ireland and Croatia need to draw 1-1 wth Ukraine. Both results are extremely possible. If that happens, they'll both have 12 points in the 2nd-place table, they'll both have +2 goal difference and they'll both have 7 goals scored (against all teams in their groups minus the last-placed team).

It's a weird anomaly how you guys dominate in the AFCON and the CAF Champions League/Confederations Cup, but couldn't clear the WC qualifying hurdle until yesterday. Also speaks to how difficult the African qualifying process was in previous years, where you could do everything right, and miss out because of the final 2 matches. Up there with South America in terms of difficulty of qualifying, even if the latter has better teams at the top.
