Kepa is registered at 186 cm tall while Mendy is 198 cm tall. Makes little sense to me to send a shorter goalkeeper to replace a tall goalkeeper ahead of a shootout.

Yeah, he did. Tuchel has said in the past that all of their keepers know what will happen when a pen shootout happens. They've all agreed to it. Kepa will always be subbed in if he's not playing.
