It's the scousers. Apparently they have a complicated relationship with Thatcher and the British state. They feel that the rest of England hates them. Which is weird if you're an English person not from Liverpool because you rarely think about Liverpool in any context. Their enthusiasm of booing of the anthem weirdly coincided with England fans booing VVD in the Nations League a few years ago.
