The few people I know who have been/currently are at the WC have said that the atmosphere has been really good, both in and out of the games

Unfortunately there have been cases of students banning costumes, sombreros etc, at parties because of cultural appropriation. There's been plenty of such stories making the headlines, the sorts of stories designed to enrage people. But, in fairness, that's because the concept is very strange to most people.

A lot of people leave their seats at prayer times to pray. I’ve got a few friends out there saying you’ll see loads of people on the concourse during the game as well.
None of those have anything to do with feeling safer though.
The rules are obviously incredibly discriminatory against women, saftey wise though I wouldn't be surprised it's amongst the highets given the relatively low level of crime. For women who are married and want to be housewives (everyone is free to have that lifestyle), it's a very good place to live given the high standard of living and safety. Similar for those women just going there for visiting or a vacation.
For women who want to be more independent I can imagine the rules being a higher preference than safety and therefore it not being a great place to live in.

You’re conflating two separate issues here.
1. Do women (Qatari or otherwise) get catcalled, sexually harassed etc there? The evidence is no. This is due to the culture there which has been evidenced by Westerners and expats living there as well as Arabs. There’s a clear difference in how women are able to travel around, often alone late at night over there when compared to the UK (where I’m from).
2. What you’re desperately Googling is a separate issue and shows the work that still needs to be done for Qatari women in terms of rights to move country, marry and what not. Again, it’s a country that is a smidgen over 50 years old, after being a British protectorate.

On the case you’ve linked above - an expat was sadly raped by another expat. What does that have to do with what I said before exactly? If you did a side by side comparison of rapes, sexual harassments, women being catcalled etc and where women generally feel safer, there’s only going to be one winner and that’s Qatar.

You’re displaying weird gatekeeping behaviour and unable to think critically about what is being discussed. Have a Google of the article penned by Ellie Molloson. Her pov is corroborated by other Western women who live in the region. I’ve been lucky enough to travel extensively in the region and I can say that women late at night have very little to worry about there than here if travelling alone. Women are a lot safer there from rapes, sexual assaults and generally harassment then women here in the UK.
So you're telling me all rape cases get justice in other countries?
Few cases will come about, but the general consensus to those who have actually been there is that it's a very safe country for women.

It's one thing to get justice for the crime of being raped and a whole other to face imprisonment for having been raped.

The richer ME countries do have low crime rates, not sure why this fact that is difficult to accept for some.

The point made was that a woman in Qatar was raped, and then she was to be prosecuted for being raped.
The first part can and does unfortunately happen anywhere. The second part does not.
A woman who is raped in Chicago will not be prosecuted for sex outside marriage.
Imagine the low crime rate Chicago would have if they had an authoritarian government in charge of counting the crimes 
That second part is incredibly rare though, I'm sure if you dig deep you may find some other fecked up result in other countries for rape cases.
You're still a lot more likely to get raped/assaulted/mobbed in Chicago than in Qatar. My wife has lived in Chicago and would avoid going alone at night.

Yes it is a stereotype when you haven't done any research on the matter to even try and find out what the facts are (even non government figures such as the UN don't quote huge crime figures), or talk to people who live there but just go by what you think it is.
