Why wouldn’t you break the cost cap if you weren’t RB? There are multiple year benefits, as the live data you can collect is worth much more than the sacrificed wind tunnel time. The crime is totally worth it.
If RB get caught again, they need to get a sporting penalty, but I doubt they’d be that stupid, as they’ve already got all the benefits.
They could dock half their points and RB would still be champion as it stands

Mercs because they were throwing everything at it to see could they stop the porpoising, Ferrari well there engines blew up a lot and went on fire probably damaging other parts and AM because they started well this season and I can't imagine RB being that stupid last season when they were pretty dominant after Miami

One thing that's bugged me for a while is unsafe releases getting the drivers penalties, there has to be a better way like 150K off the cap for everyone, or a fine for the ones who can't make the cap.
Why AM?
Amount of progress they've made, new giant building, wind tunnel, dozens of experts poached from rivals for higher salaries.
Only 6 of the teams have the finances to break the cost cap at all. Williams and Haas couldnt break it if they wanted to, admin errors not withstanding.
I suspect AM have breached it on pure performance grounds. All of those capex items above you mention, excluding staff, were exempt from the cost cap.
A lot of that stuff is exempt, or Audi would be fecked. They're allegedly spending close to a billion on infrastructure to get into F1.
The wind tunnels for mclaren and AM are exempt. Which is why Williams are so pissed off as they arent getting the same exemption for the infrastructure upgrades they want to make.

Problem with RB is that when they bring upgrades to their car they actually work. Unlike certain other teams.
Ricciardo hype is unreal. It's like he was ten times champion when he left and not one of the worst drivers on the grid last year.

They mentioned "sporting sanctions" for the offender(s), so if it is them, then i think the entire paddock would expect and demand something huge.

They are really slim on the RB now.
Seeing as they have already started developing next years car, they can experiement for the rest of the season and try bits for next years car.
As much as i dislike helmet marko and horner, it would be a blow for verstappen that he doesnt deserve as hes been driving really well and doesnt need another championship tainted with "only won because RB cheated".
Im not sure what would be a sufficient punishment if it was them. The grid would want something that slows them down and lets others catch up.
Wouldnt happen (but would be awesome to watch), but if they voided the points for constructors and drivers championship for RB for this season, then the latter half of the season would currently be a title race between Alonso and Hamilton (on current drivers championship standings). Sainz, leclerc, russell would fancy their chances as well. It would be glorious to watch.
Drive to Survive would have a helluva season to cover then as well.

As for RBs new side pods, bit like a letter box.
The most I can see is some big penalty with points for constructors. Don't think we'll see such with WDC. Either way, are there any actual rules for what the penalties should br in case of budgets over the limit, or its what fia deems necessary? If there are no tangible penalties that hurt , even if it is indeed something like an "accounting error" then cost cap would be basically dead. The only way is very detailed penalty code for every type of infraction, that everyone agrees on.
I'm just hoping it's McLaren in a way bc the smugness of Horner towards Zac would be hilarious. Otto would probably have an orgasm. Not that I think any driver deserves to suffer the consequences of their team screwing up behind the scenes though.

Ricciardo was once talked about as a potential champion. If he gets his form back he can be up there with all but a couple of the grid.
Having Ricciardo back is perfect, another drama to watch closely. If Mick Schumacher would have replaced Sargeant it would have been even better to spice things up!
The attention and pressure will be immense on Ricciardo, will he keep smiling if he gets beaten convincingly by Tsunoda?
I just can’t believe it’s RB. They were so far ahead, it would be pure idiocy to cheat again, after they’d already got away with it the year before.
I like him, brings some fun to the grid, but he wont make AT a whole lot better, he may get them the odd point or 2 , but not much more.
It’s stupid if it’s RB. If it is it might only be legacy decisions which rolled to this year whilst they investigated the previous year. They are so far ahead they could probably stop development for a year and still be winning.
I think he’s great entertainment, a genuinely fun driver. Won’t impact the money end of the standings but he will enjoyable for the sport.
