Garnacho has very rarely looked good starting games as much as people cry for him to play over Rashford. He doesn’t look ready to me. Hopefully today he has a better performance.

If it's true that some players need to be played into form, and Rashford is afforded persistent minutes in order for that to be accomplished (and it hasn't as of yet), then I see no reason why with all scales equal that Garnacho shouldn't be given similar opportunity.
