He should have been there as a representative for the club. As the Barcelona president was there, you can guarantee Perez was there too. Harsh words are going to be had once they get back to Madrid. He really is letting Real down with his attitude.

You can't read anything into that. Everyone votes for their top three so pretty much anyone with any common sense is going to vote for three from Messi, Ronaldo, Iniesta, Xavi, Pirlo, Falcao, Van Persie or Ibrahomovic. So any votes after that are A) From nutters and/or B) Very uncommon.
Balotelli's 23rd probably means he got a handful of votes at most, probably from Italians or obscure countries (think Cambodia, Laos, small African nations etc..) who have a habit of bizarre voting in these things if you look at previous years.
