The proposal protects the rights of both EU citizens in the Uk and vice-versa. Assuming the UK stays in the customs union, nothing should change.

It's not going to be a simple yes or no vote. It has to be a two stage referendum.I honestly don't know if another referendum would solve anything - you would have the hardline brexit folk voting for it - you also would have a lot of people who now think 'let's just get on with the thing' voting for it - many of whom may have been remainers originally. It is by no means guaranteed that a vote would give a different result and it also does nothing to solve the problem of what happens to the border in Ireland if we continue with Brexit.

If the UK refused the deal then it will basically pave the way to the toughest and meanest of all hard Brexits.

Until the terms of cancellation are understood there's no point discussing a second referendum seriously.
Secondly, there's a high chance it will lead to a Tory-UKIP coalition and that will be almost as damaging so it's obvious why Labour won't self sabotage. A cross-party amendment thst isn't from either of the main parties is the most likely path to a referendum.
What people say and do though are often completely different. I take those sort of comments as more of a "I'm sick of hearing about the whole thing now". Surely more likely to not vote at all if that's the case rather than do a complete 180 in the event of a second referendum.
