He probably just looks at who they have who play in those areas and the answer is pretty much no-one. Just Mata really.

Real/Barca might not want him, Chelsea aren't exactly famous for developing young talents like Hazard. Seems like an odd career choice to me.

Marin's really not very good. Would be a squad player at best. Mata and Silva are the more relevant examples of being in opposition to Hazard playing in his beloved #10 position for Chelsea/City.
