The problem is France have 2 CMs one of whom is a box-to-box midfielder and the other is a destroyer. Neither of them are good distributor of the ball.
In a 4231 system you need one of your 2 CMs to be a good distributor. So that he can switch the play from one side to other, look for quick forward passes instead of sideways passing.
I suspected this is going to happen at the start of the game. The whole team is suffering from it. Payer is not looking good, Martial isn't having space, Coman is hardly touching the ball.

The problem isn't technical, it's their decision making, they need to pass faster and run with the ball more.
