No. Countries like Australia and New Zealand with many introduced species, have significant pest issues such as wild cats, dogs, rabbit and kangaroo's that are detrimental to other flora and fauna. Therefore hunting licenses are provided to farmers and other individuals for the purposes of culling these animals to ensure that they arent overrun.
They are not hunters in the sense of what the public perceives such as those dickheads that go over to Africa, but is necessary part of the agricultural industry.

It's impossible to police the internet though. You could shut down 8chan tomorrow but that doesn't mean all its members stop using the internet. They'll just find a new home and start over. The fight against piracy has proven that it will be a never ending battle. I think the best they can do is monitor these sites and educate parents.
