Scholes, one of the players most loved here got send off twice on his career for handballs.
This is when he scored a goal with his hand:

Both are completely deliberate and intentional. In what way Suarez handball was worse than these?
About him celebrating, it looked bad but players celebrate when the opponent loses a pen, especially if it is on the last minute.
That Zenit St Petersburg match we had already lost and Scholes was being stupid, having one of his moments. My main gripe is with the celebration afterwards. I've not seen many occasions where someone has deliberatly handballed to prevent someone scoring then celebrate like he did. For me that was plain nasty and he knew what he was doing. That is different to celebrating someone missing a last minute pen. How many teams have deliberatly prevented a goal with a handball and then celebrated like that, not many. Their reactions to the current Surarez incident show just what a nasty team they are.
