Yes, I have been led to believe by a fellow student (Japanese) many moons ago that Japanese words should be pronounced with little, if any, emphasis.
Hence Kagawa should definitely not be ka-GAR-wa. However, this seems to be how most people seem to be saying it - incorrectly!
Bonus points for not wearing jeans like most footballers.
