Listening to the nytimes daily podcast, apparently Rosenstein thought he could recruit Sessions and Kelly to invoke the 25th.
Rosenstein is going to make sure it is obvious he was fired by Trump.

Saw that yesterday. For things that are pretty rare occurrences they do always seem to happen to some unusually convenient victims in Russia.
