Surely Fergie is partly to blame for this. You had an aging side of VdS, Ferdinand, Vidic, Evra, Carrick, Scholes, Giggs, Rooney that had carried you to success. The replacement generation was supposed to be Phil 'Duncan Edwards' Jones, Smalling, Evans, Cleverley, Powell, Zaha, Welbeck, Hernandez etc. Then he decided David Moyes was the right man to take over from him. Only De Gea really comes up to standard.
Not being funny but Fergie's last few years of transfer dealings culminating in his exit are so bad they make one suspicious of a deliberate scorched earth policy. It's not been a well managed transition at all. Everything since he left has come across as a desperate scrap to bring in genuine quality, resulting in huge fees and a constant revolving door where building a functioning side is a side act to getting 'star quality'.
Ferguson grossly overestimated his squad. Just like he did over the years with what it took to win the CL.
Carrick/Jones/Valencia will probably be gone in the next 12 months too.

Sorry, who in that team was worth keeping? Seriously, who in that team is so good that they should still be here now? Carrick (who is still here), Kagawa (maybe but Moyes picked Rooney over him) and De Gea (not that we have a choice over him leaving). The rest are either not good enough or went downhill / retired and that includes those of that team who are still at the club. Smalling and Jones have to prove this season they are worth keeping at the club.

So while fergies transition has been brutal, due to many factors our financial situation under fergie was pretty tight, so it's a combination of bad timing that left us in a mess between 2013 - present, and we still have not recovered
It's contradiction when I say fergie had some part to play and how tight our transfer policy was between 2009-13, but it was a perfect storm really of squad needing rebuilding and a tight financial budget

Thanks - although one question remains for me over Fergie and it was never answered in his books, did he see "no value" in the market and believe his squad was good enough or was he under tight budget restrictions? Because the former would really diminish his reputation in my eyes, while the latter explains a lot but doesn't explain why we let good players (like Pogba) go when he knew there was no money for replacements.
