Cahill has scored in 3 differant World Cups playing for one of the weakest in the competition and he caused Holland and Chile enough problems so by default of not playing in the Champions League he must have been an elite player using your logic having proven himself at a 'reasonable arena'.
Not really - he has been a useful player but at the end of the day he plays for a team with low expectations who opposition teams like Holland and Chile probably don't take that seriously. Playing for a team with an ambition to compete (and, whether realistic or not, England did go out against Italy and Uruguay with a genuine aim to get three points), against whom the opposition set up accordingly, is a different kettle of fish.
