No, that's LvG's merit. He inhereted 3 strikers, one is not fit/good enough to start for Fenerbahce, one is lucky to start for Leverkusen, one is injured and we are lucky he is. Martial is the better of the three by some margin I'm afraid so that was a very good find. It's a shame he didn't pull another rabbit out of the hat, but it's not possible to buy a world class front three/attacking four in one or two years, there are not enough on the market.
