On Barcelona you are probably right, although we've seen crazier things than playing for your rival and managing them for 3 years early in his career. Don't think Barca fans hold a grudge for him.
Atletico are on another level compared to Spurs at the moment. Spurs played couple of times in CL since the inception of PL while Atletico were in two of the last couple of finals. Plus - living in his home country, etc.
Arsenal, City, United - all can offer him better terms than Spurs, better budget to work with (with the exception of Arsenal), better chance at silverware, etc.
He is from Argentina. Yes those other clubs can offer him money but when you hear what he says and sees how he conducts himself, he is a very respectful and humble man - I do not believe he would move to another English club once he leaves Spurs.
