Torres was poor before Rafa left Liverpool. As Varun said, I can't see Torres' performances improving much even if he does go there.
 
Maybe Roman is hoping that Rafa will somehow boost Torres' performances, giving him a potentially bigger price tag when he's moved on (and thus providing extra funds for the Falcao purchase).
