I'd say it's down to who sells their club best. Definitely not a non-contest. If City offer him more of what he wants, then he'd surely choose them.

I'd fear Pep at City more than Klopp or Mourinho though at Liverpoool and Chelsea, that man has not just won but dominated wherever he's gone and he might change the entire culture around City with their resources and money.
