People drive 2wd cars and people don’t have winter tires. Councils lack the resources to grit the road adequately when the weather is like this. England is quite densely populated and there are a lot of vehicles on the road so any back up and everything slows down.
There aren’t many spells of weather like this, this is as bad as I can remember, so there isn’t great motivation to spend money on the infrastructure to deal with it.

Surprised people don't mention Sane more often. Haven't watched City all that much, but he brings something else to their play, it's a rare thing to have excellent left footed player wide left.
