It's not really a "mess". Just because it's not been announced, doesn't mean it's not already official ie he's signed his contract. I guess the "reliable source" bit of my post was superfluous because a paper should only report things it hears from reliable sources. But you are allowed to report information you were given off the record, off the record only means you cant name the source. "It is understood" is how you pass on that information. It doesnt necessarily make it unreliable, it just means the source doesnt want to be named. If something is particularly contentious it would need to be verified if it was off the record, but that isnt a legal issue, it is just about a paper protecting its reputation, making sure it doesnt report things that are wrong.
