I've heard this phase several times recently, Hernandez most recently. It simpler means he's got two goals and thus is on his way toward a hat trick. Silly, but it is distinguishable from actually having a hat trick.
It's not a recent thing. To be on a hat trick means you're one goal, wicket, whatever, off a hat trick. It's common phrase that has been about for years. But yeah, if you don't understand it it's silly.
