Fair enough, but does anyone seriously believe Fellaini has it in him to emulate Lampard? Frank is a leader, a risk taker and a midfielder who knows how to find the holes in the last third to take high percentage shots on the ground.
Fellaini may be a better ball winner, but not by much, but his main deficiency is that he doesn't seem to have any mental or technical nous to do anything creative with the ball once he takes possession of it.
What he can do is strip the ball, dish it off to a creative player and crash the box for a cross, either for the direct shot on goal from a header or the knockdown ball. That's a huge talent to have, but if you're going to have a player like that on the pitch everyone else around him has to be in top form to create chances.
