Kroenke is even on record stating he doesn't buy sports teams to win trophies. Sadly though he is all about long term asset appreciation which means even if Usmanov came in and offered him a crazy profit, Kroenke would still refuse.
If Kroenke was offered the option between
A) 10% chance of winning the trophy but 10% chance of losing asset value in Arsenal
B) 0% chance of winning the trophy with 0% chance of his asset Arsenal losing value
He would 100% choose B every time. He only attends 1 game at most a season ffs.

Dortmund got very lucky that a great deal of their cheap signings came good for a few years. Arsenal were doing fairly well for a bit, but as with all gambles like that, they will stop paying off eventually. The van Persies and Fabregases will start turning into Wilsheres and Sanogos.

Arsenal tried recently with all Ozil, Mustafi and Xhaka things, but they've missed the moment.
You need to feel the place and moment your team degrades and fix the broken parts every year, it's a constant process. No one or two players will fix the team that's turned to shit.
Arsenal once had a good amount of young prospects with bright future like Wilshere, Ramsey, Walcott, Gibbs, etc. who were meant to be the base for future success. Arsene missed the moment when they've broke (some - literally) or reached their ceiling.
Now he's left with former young-and-perspectives in their mid-30s and are average/Sturridgesque, a few transfer flops and a few decent players brought too late to make a change. The decent ones want to leave, and the poor ones suck the money out of the club while being on a bench/stretcher. Through the thinning veil of former glory the ugly problems start to show, scaring some of the potential newcomings.
The new manager, whenever he comes, should be provided with LOTS of cash straight away if the board really wants to save the club.
