It's quite impressive how at top level professional sport with millionaire participants, that even with technology and replays, we still get really random and shite decisions like that. There will be another game where the same exact incident will happen and the penalty isn't given. It's just so random.

I think that's the main issue that people have with the officiating. There have to be clear guidelines detailing what constitutes a handball. Otherewise, you run into situations that we currently have, in which the same incident is officiated differently, depending on the referee and his interpretation.
 
Most of the Dortmund Fans think that the pen is the right call, but Redcafe thinks it's never a pen. Makes you think.

They're just sticking to their gameplan, and it's working for them so far. If they see this out they'll have had a fairly easy night out.

Think you'll find the new rules actually state that the mid bicep area is no longer considered handball. They used that point for offside regularly, refs can't use that for offside but also then call it a handball if the ball hits him there.
 
So if you guys don't know the rule, it STILL is a handball if the ball touches the hand after hitting the head if the player makes his body unnaturally bigger. It's what happened here. That's why rule 12 says "Except for the above offences, it is not an offence if the ball touches a player’s hand/arm: directly from the player’s own head or body (including the foot)
