Correct me if I’m wrong but I don’t think the ref decides when to check VAR or not

Up to the ref to decide to actually take the recommendation of the VAR team or not, or if he discusses with them to double check, or what not. Theres no way situations like on a couple of occasions in the Argentina game and now this one that the VAR team didnt look at the situations. We dont know what they tell the ref, but it's a blatant pen. Ref can flat out refuse to use it and say he had a clear view and doesnt need it. Some are stubborn and refuse to admit their mistakes. Really looked the case with him in that Argentina game and it's even worse now.
