Not sure why Kroos is playing as the deepest midfielder, because he's not a holding midfielder.
He, just like Modric, needs someone like Casemiro behind them to allow them to flourish.
If you look at Croatia, they play Modric in a midfield three, with Brozovic holding.
Germany don't really seem to have a natural holding midfielder, though. More defensive box to box players like Bender, Khedira, Rudy, Can, etc.
That said, I feel if Low was to play a midfield three, with Kroos as an 8, he'd be perfectly fine.
