Likewise, it depends if Woodward did this intentionally, ie: he does not want to sell.
But thinking about it, having accepted that we would have to lose him, and come to terms with that, intentionally wrecking this deal makes no sense. Why would Woodward do that? He could simply refused to sell at the beginning of today.

Navas wasn't even entirely sure that he wanted to come here by the looks of it. He won't lose much sleep over staying at Madrid even if he knows he will be relegated behind De Gea next season, likely.

Who exactly were we sending the paperwork back 'a minute late' to? Real Madrid? What paperwork would this be? If it was the player's registration or some sort of confirmation, then Madrid would presumably have to send that on the the Spanish FA, which means they'd be well over the deadline anyway.
EDIT - Wait, can we still buy their players until our deadline?
Well in England, there are often extensions given if the deal is pretty much done. Balague says it's not the done thing in Spain, but it would hardly be surprising if this goes through.
