The reason random pedestrians and tweens at a pop concert were targeted as opposed to, say, the Europa or Champions League finals, was their greater likelihood of surprise and success. Big events seem almost strategically avoided due the amount of security and expectation. These are dumb desperate people planning shit on the fly, not evil geniuses with the wherewithal to plan around security operations.
